Dishonored, Fallout New Vegas, Fallout 3 & Dishonored all have problems running at an acceptable level. This might not be pertinent, but I've been having very similar issues with some other games. I'll report back with if this had any effect on the issue. Regardless, I've deleted all my associated files and am redownloading now. The issue was present from the first time I installed Fallout 3 on my brand new computer, with no mods installed. I install the Disabler becuase one guide said it might help with the issue. My FPS was already screwed up before I used the GFWL Disabler. I am running Windows 10, I've heard there's quite a few compatibility issues involving older games, and I think this is what might be happening. The Fallout 3 Fixer has been linked to on numerous guides and videos supposed to help fix the issue. This info greatly helps rule out possible causes to find the root issue. Also report the framerate said monitor says it's running at. If it doesn't, post your complete computer specs (IE what graphics card, what processor, how much RAM, do you have a dedicated sound card), as well as test to make sure it's actually frame loss through using some form of fps monitor (the free version of fraps for example). If you are so heavily upset by GFWL's presence, download either FOMM (fallout mod manager) and use it's install tweaker to disable GFWL, or download and install FOSE (fallout script extender) which improves performace for some, and disables GFWL. Re-add the multicore fix and the unofficial patch. You should do a complete reinstall (as in, right click on the game in your steam library, got to properties, local files, and click the browse local files button, before deleting every item in there, and then go to your save directory and emptying it as well, only then use steam's uninstall, and then redownload) and check to see how it runs. Number 3, that disabler is completely and utterly outdated, to the point where it may be what screwed your fps.
